Vinachem Party Committee Participates in Training Conference on Implementing Four Party Administrative Procedures in the Digital Environment
On June 15, 2026, the Government Party Committee organized a training conference to implement four Party administrative procedures in the digital environment, held both in-person and online to affiliated Party committees’ locations.
The conference was attended by Ms. Nguyễn Thị Tuyến, Member of the Party Central Committee, Deputy Secretary of the Government Party Committee; Mr. Lại Xuân Lâm, Deputy Secretary of the Government Party Committee; and leaders of advisory and assisting agencies of the Government Party Committee.
The conference was connected online to 317 locations with the participation of 1,826 Party Committee members, officials, and staff from advisory and assisting agencies, and IT officers from affiliated Party organizations under the Government Party Committee.

At the Vietnam National Chemical Group (Vinachem) Party Committee location, the conference was attended by Mr. Nguyễn Văn Quý, Standing Deputy Secretary of the Party Committee; Mr. Nguyễn Tuấn Minh, Member of the Party Committee Standing Board, Member of the Members’ Council; leaders and specialists from advisory agencies; secretaries, deputy secretaries, and staff assigned to implement the four Party administrative procedures in the digital environment at subordinate Party cells and committees.
The conference was held to thoroughly implement Regulation No. 338-QĐ/TW dated July 9, 2025, of the Party Central Secretariat and Plan No. 77-KH/VPTW dated April 11, 2026, from the Office of the Party Central Committee on the nationwide implementation of four Party administrative procedures in the digital environment.

At the conference, delegates were given detailed instructions on the process and use of the system for the four Party administrative procedures: paying Party dues; temporary transfer of Party membership; official transfer of Party membership; and obtaining feedback from the Party cell at a Party member’s place of residence for those working elsewhere. The training focused on standardizing operational procedures, digital implementation steps, and ensuring information safety and security during system operation and use.
Through the conference, Party Committee members, advisory staff, and those tasked with implementation at Party organizations under the Group’s Party Committee were equipped with the necessary knowledge and skills to effectively carry out these administrative procedures in the digital environment. This is an important preparation step for ensuring synchronized and unified implementation throughout the Group’s Party Committee.
Bringing Party administrative procedures into the digital environment not only promotes digital transformation in Party building work but also helps shorten processing times, enhance transparency, reduce administrative steps, and facilitate Party organizations and members in carrying out their duties. At the same time, this is also an important solution to improve the effectiveness and efficiency of Party member management, meeting the need for innovation in the Party’s leadership in the current era.
The training conference serves as a foundation for the Vinachem Party Committee to further implement effective digital transformation in Party work, contributing to building a clean, strong Party organization that meets the development requirements of the Group and the nation in the new era.
