On April 22, 2026, at the headquarters of Vietnam National Chemical Group (Vinachem), the Ministry of Finance held a ceremony to announce the Decision on the assignment and appointment of a Controller at the Group.

Attending the ceremony on behalf of the Ministry of Finance were Mr. Trần Văn Bình – Deputy Director of the Department of Personnel Organization; Mr. Nguyễn Thành Công – Deputy Director of the Department of State-Owned Enterprise Development, along with officials from both departments.

Representing Vinachem were Mr. Phùng Quang Hiệp – Party Secretary, Chairman of the Members' Council; Mr. Nguyễn Hữu Tú – Deputy Party Secretary, General Director; as well as members of the Standing Committee of the Party Committee, the Members' Council, the Board of General Directors, the Supervisory Board, Chief Accountant, Heads of departments and their equivalents.

At the ceremony, Mr. Trần Văn Bình announced Decision No. 799/QD-BTC dated April 1, 2026, of the Ministry of Finance on the temporary assignment and appointment of Ms. Vũ Hồng Nhung, Senior Specialist at the Department of State-Owned Enterprise Development, to the position of Controller, in charge of the Supervisory Board at Vinachem as of April 1, 2026.

Mr. Nguyễn Thành Công assigned tasks, emphasizing that strengthening and supplementing the Controller position is crucial for enhancing governance efficiency, ensuring transparency, compliance with the law, and preserving and developing State capital at the enterprise.

Based on a thorough evaluation of political qualities, professional competence, and work experience, the Ministry of Finance has trusted Ms. Vũ Hồng Nhung to be appointed as Controller and to head the Supervisory Board at Vinachem. This is not only recognition of her work process but also a significant responsibility entrusted by the State ownership representative agency.

He requested that Ms. Vũ Hồng Nhung promote her independence and objectivity in inspection and supervision; promptly detect and warn of risks and violations, and recommend appropriate solutions; adhere to legal regulations, the guidance of the ownership agency, and the Group's development orientation to effectively perform the supervisory function. At the same time, she should strengthen coordination with the Members' Council, the Executive Board, and related units based on the principle of independent supervision, contributing to sustainable business development; continuously train and improve her professional skills, maintain professional ethics, integrity, objectivity, and impartiality.

For the Group, he called on the Board of Management and all units to cooperate, provide full information and documents, and create favorable conditions for the Supervisory Board to fulfill its assigned responsibilities.

He expressed his pleasure and appreciation for the addition of Ms. Vũ Hồng Nhung to the position of Controller, head of the Supervisory Board. He affirmed that the Ministry's appointment of an experienced official from the Ministry of Finance, who has participated in supervisory tasks at major enterprises, is an important reinforcement, contributing to the effectiveness of supervision at Vinachem.

He noted that once joining Vinachem, the Controller is a member of the Vinachem family. The unity and consensus within the entire system have created the internal strength and driving force for the Group's development. He expressed the hope that the Controller would work closely with the Group's leadership in reviewing, inspecting, supervising, and promptly warning of issues that need correction, thereby ensuring that the Group's operations become more disciplined, standardized, and effective.

The Group's leadership pledged to provide all necessary support for Ms. Vũ Hồng Nhung to quickly integrate into the working environment, effectively coordinate with specialized departments and staff across the system, successfully fulfill assigned tasks, and contribute positively to Vinachem's sustainable development.

Ms. Vũ Hồng Nhung delivered her acceptance speech, expressing her gratitude for the attention and support of the Ministry of Finance's leadership and the Department of State-Owned Enterprise Development, as well as the guidance and assistance from Vinachem's leadership, the Supervisory Board, and specialized departments, enabling her to quickly familiarize herself with her duties.

Clearly aware that this is not only an honor but also a great responsibility in the context of the Group's ongoing restructuring, governance reform, and digital transformation, Ms. Vũ Hồng Nhung pledged to continuously learn, train, and improve her expertise; uphold responsibility, objectivity, and transparency in performing her duties; and expressed hope for continued close guidance from the Ministry leadership and strong cooperation from Vinachem's leadership and units to successfully complete her tasks.

She affirmed her determination to work diligently and in solidarity with all staff and employees to build Vietnam National Chemical Group into a sustainably and efficiently developing enterprise.
