Announcement of Appointment of General Director at Ninh Binh Phosphate Fertilizer Joint Stock Company
On the afternoon of 3rd September 2026, Ninh Binh Phosphate Fertilizer Joint Stock Company held a meeting to announce the decision to appoint the new General Director. Mr. Nguyễn Hữu Tú, General Director of Vietnam National Chemical Group, attended and delivered the assignment.
Present at the meeting were Mr. Nguyễn Văn Quý, Standing Deputy Party Secretary of the Group; Mr. Nguyễn Tuấn Minh, Member of the Members’ Council; representatives of the Group’s Human Resources Department; and company leaders, key staff, and employees.
Announcement of the Appointment

At the meeting, the company announced Decision No. 1888/QĐ-HĐQT dated 27th August 2026 of the Board of Directors, appointing Mr. Trần Thắng as General Director of the company with effect from 3rd September 2026.

According to the decision, Mr. Trần Thắng has been appointed for a fixed term and will exercise the rights and fulfil the duties of General Director in accordance with the law, the company’s charter, internal management regulations, and resolutions of the Board of Directors.

In his address, Mr. Nguyễn Hữu Tú congratulated Mr. Trần Thắng on being entrusted by the Group as its capital representative and as General Director of Ninh Binh Phosphate Fertilizer Joint Stock Company.
Mr. Nguyễn Hữu Tú described Mr. Trần Thắng as a well-trained executive, with a Master’s in Business Administration, a degree in Electrical Engineering Technology, and many years’ experience both at Vietnam National Chemical Group and its member units.
Before his appointment as General Director, Mr. Trần Thắng served as Deputy General Director, Board Member, Deputy Party Secretary, and Chairman of the Inspection Committee at Van Dien Fused Phosphate Joint Stock Company, and also represented the Group’s capital at the company.
According to Mr. Nguyễn Hữu Tú, personnel work is a key task in realising the goals, aspirations, and vision for the development of Vietnam National Chemical Group for 2026-2030 and beyond. The Group is targeting revenue of over VND 100 trillion and export turnover above USD 1 billion by 2030, ensuring a return on capital and continued improvement in employees’ living standards.
Within the Group’s strategy, Ninh Binh Phosphate Fertilizer Joint Stock Company holds an important position in the fertiliser sector. The Group aims to raise its market share in fertilisers from around 40% to 50-60% by 2030, while developing new products, new markets, and environmentally friendly fertilisers.

Focus on Enhancing Production and Business Efficiency
Assigning tasks to the new General Director and the company as a whole, Mr. Nguyễn Hữu Tú urged Mr. Trần Thắng, together with the Party Committee, Board, Management, key staff, and all employees, to continue to promote unity, creativity, and responsibility in order to fulfil the assigned objectives and tasks.
In the immediate term, the company should focus on achieving targets for 2026 and 2026-2030; operate machinery and equipment efficiently to ensure product quality; strengthen research and development for new products, and thereby participate more deeply in the Vinachem Agriculture ecosystem.
Alongside consolidating the domestic market, the company should proactively expand its export markets, contributing to the Group’s goal of over USD 1 billion in export turnover by 2030.
The company must also ensure occupational safety, environmental protection, and green growth; invest in training, planning, and attracting high-quality human resources; and strengthen cooperation with partners, customers, and distributors to further drive production and business activities.
Mr. Nguyễn Hữu Tú acknowledged and highly appreciated the efforts of the company’s leadership, engineers, and employees. The company is among the top five most creditworthy units in the Group and is rated category A. Employee welfare and income continue to be prioritised; in the first half of 2026, employee income rose by 4.8% compared to 2025.
At the meeting, Group leaders also acknowledged the contributions of Mr. Phùng Quang Trung, former General Director, to the company’s development and to Vietnam National Chemical Group as a whole.
New General Director Commits to Stable, Sustainable Development
In his inaugural speech, Mr. Trần Thắng expressed his sincere appreciation to the Party Committee, Members’ Council, and General Director of Vietnam National Chemical Group, as well as the Party Committee and Board of the company, for their trust and confidence in appointing him General Director.

Mr. Trần Thắng pledged to take on board the guidance from Group leaders, treating it as a key orientation for the management team to translate into effective programmes and solutions in the coming time.
As head of the management team, he committed to maintaining operational discipline, optimising production, strictly controlling consumption norms for raw materials and supplies, improving product quality, and ensuring occupational safety and environmental protection.
The company will continue to strengthen its market capacity and financial performance; manage sales flexibly; optimise production and logistics costs; preserve and grow capital. In addition, digital transformation will be advanced in management, transparency in data, and discipline in execution, with a clear focus on personnel, tasks, timelines, and accountability.

Mr. Trần Thắng also emphasised the importance of employee welfare, job security, enhanced compliance with the law, the company’s charter, and internal regulations; as well as maintaining close, effective coordination between management, the board, and socio-political organisations within the company.
The new General Director called on all staff to continue to foster unity, responsibility, initiative, and creativity in their work, to overcome difficulties together and ensure the company’s stable, efficient, and sustainable development.
The announcement and presentation of the decision appointing the new General Director is an important step in strengthening the company’s leadership and management, creating momentum for continued improvement in production and business efficiency, achievement of 2026-2030 targets, and a positive contribution to the overall development strategy of Vietnam National Chemical Group in the new period.
