The First Meeting of the Steering Committee on Science, Technology, Innovation and Digital Transformation Development
On February 25, Prime Minister Phạm Minh Chính, Head of the Government’s Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 (the Steering Committee), chaired the Committee’s first meeting.

The meeting was held in person at Government Headquarters and connected online with ministries, ministerial-level agencies, government-affiliated agencies, and all 63 centrally governed provinces and cities. Attendees included Deputy Prime Ministers and Deputy Heads of the Steering Committee Hồ Đức Phớc and Bùi Thanh Sơn; ministers; heads of ministerial-level and government-affiliated agencies; as well as leaders of ministries, agencies, and localities.
Representing Vietnam National Chemical Group (Vinachem), Mr. Đào Trọng Cường, Deputy General Director of the Group, attended the meeting at the main hall of Government Headquarters.

Previously, on March 13, 2025, the Prime Minister issued Decision No. 598/QĐ-TTg establishing the Government’s Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06. The Committee was formed through the consolidation of the Government’s Administrative Reform Steering Committee, the National Committee on Digital Transformation, and the Prime Minister’s Task Force for implementing Project 06.
The Steering Committee is supported by three subcommittees:
- The Project 06 Implementation Subcommittee;
- The Science, Technology, Innovation and Digital Transformation Subcommittee;
- The Administrative Reform Subcommittee.
In his closing remarks, Prime Minister Phạm Minh Chính largely agreed with the reports, presentations, and comments delivered at the meeting. He assigned relevant agencies to incorporate feedback, finalize, and submit the Prime Minister’s official Conclusion for unified implementation in the coming period.
He once again emphasized the critical importance of developing science and technology, promoting innovation, accelerating digital transformation, advancing administrative reform, and implementing Project 06. These are tasks that “must be done, and must be done effectively—strongly shifting from awareness to action, delivering concrete results and tangible benefits for the nation and the people.”
Major Achievements Highlighted
First, leadership and direction have been implemented decisively and synchronously from central to local levels, creating new momentum across society.
The Government and the Prime Minister issued 15 resolutions, 12 decisions, 9 directives, and 7 official telegrams on digital transformation, administrative reform, and Project 06 implementation. They organized 25 nationwide meetings and online conferences on science and technology, innovation, digital transformation, administrative reform, and Project 06 (during 2024 and the first two months of 2025).
Second, institutions, mechanisms, and policies related to science and technology, innovation, digital transformation, administrative reform, and Project 06 have continued to be refined.
The National Assembly promulgated four laws and Resolution 193 on piloting special mechanisms and policies to create breakthroughs in national science and technology, innovation, and digital transformation. The Government issued 32 decrees, and ministries issued 34 circulars under their authority.
Third, digital transformation has seen strong progress.
Since October 2024, Vietnam has officially commercialized 5G telecommunications services. Vietnam’s internet speed ranked 37th globally in 2024, up seven places compared to 2023. The country also put into operation its largest-ever international submarine fiber-optic cable.
E-commerce continued strong growth, reaching USD 28 billion in 2024 (up 36%). Cashless payment expanded widely, with an average annual growth rate of 57%.
The ICT industry achieved notable development, with 2024 revenue reaching USD 152 billion (up 10.9%). The semiconductor industry generated USD 18.7 billion in revenue, with 50 chip design enterprises and 6,000 design engineers. Software and IT services revenue grew sharply, reaching USD 18 billion in 2024 (up 38.5%).
Many leading global technology corporations have invested and expanded operations in Vietnam, including Marvell (chip design), NVIDIA (research and development), and SK Hynix (memory manufacturing).
Efforts to expand the tax base, manage tax collection, and promote e-invoicing were actively and effectively implemented, contributing to increased state budget revenues and ensuring national financial balance. Tax revenue from e-commerce activities rose sharply, reaching VND 116 trillion in 2024 (up 19.5%).
Fourth, Project 06 implementation has been vigorously promoted, delivering tangible benefits to citizens and businesses, strengthening social management, and supporting socio-economic development.
The National Population Database has been accelerated and has delivered practical results:
- 100% issuance of chip-based citizen ID cards for eligible citizens;
- Activation of over 61 million electronic identification accounts;
- Provision of 40 utilities on the VNeID application (27 more than in 2023);
- Cleansing of 45.7 million driver’s license records.
Online public services for citizens and businesses have been increasingly improved, gradually building a professional and modern administration:
- 58 out of 76 essential online public services have been implemented;
- 200 administrative procedures can be streamlined by reducing required documents.
The Electronic Health Record and electronic medical records have been integrated with over 15.5 million citizen records. The Medical Data Coordination System has been put into operation, with 142 healthcare facilities in 29 localities using electronic medical records. More than 2.7 million social policy beneficiaries receive social assistance, and 79.2% of pensioners and social insurance beneficiaries receive payments via bank accounts.
Fifth, Vietnam has made significant improvements in international digital transformation rankings:
- The 2024 E-Government Development Index rose 15 places to rank 71/193;
- The 2024 Global Innovation Index rose 2 places to rank 44/133;
- The 2024 Global Cybersecurity Index rose 8 places to rank 17/194.
On behalf of the Government leadership, the Prime Minister commended the efforts and achievements of ministries, sectors, and localities, the decisive leadership of previous Steering Committees, the important contributions of the People’s Public Security forces, and the strong support and active participation of citizens and businesses.
At the same time, he pointed out shortcomings and delays, including five decrees yet to be issued and numerous tasks under various programs and plans progressing slowly without significant improvement.

Orientations for the Coming Period
The Prime Minister outlined five guiding viewpoints:
1.Administrative reform and the development of science and technology, innovation, and digital transformation are closely interconnected and mutually reinforcing, with citizens and businesses at the center.
2.Administrative reform, science and technology development, innovation, and digital transformation are objective requirements, strategic choices, and top priorities—“they must be done.”
3.“With Party leadership, Government unity, National Assembly support, and People’s endorsement, we only discuss how to move forward, not backward”—work must be focused, decisive, and completed thoroughly.
4.Resolutely shift from a passive approach in handling administrative procedures to a proactive and service-oriented mindset for citizens and businesses.
5.Ensure clear, timely, and effective reward and accountability mechanisms.
Alongside these five guiding principles are three key tasks for ministries, sectors, localities, and stakeholders, as well as three immediate and long-term priority missions, including continued administrative reform and accelerated implementation of Project 06.
Regarding science and technology, innovation, and digital transformation, the Prime Minister requested the development and submission of a National Program for Strategic Technology and Industry Development, including the establishment of research centers, testing facilities, and national key laboratories focused on strategic technologies.
