On 14 July 2026, Vietnam National Chemical Group (Vinachem) issued Official Dispatch No. 1518/HCVN-KT to implement the "Communications Campaign for Resolution No. 57-NQ/TW dated 22 December 2024 of the Politburo on Breakthroughs in Science, Technology, Innovation, and National Digital Transformation to 2030". This campaign, directed by the Ministry of Finance, is being rolled out to all member units of the Group.

Accordingly, under Decision No. 1861/QD-BTC dated 10 July 2026 of the Ministry of Finance, which approved the implementation plan for the campaign, the Group instructs all one-member limited liability companies, Group-appointed capital representatives at enterprises, public service units, and subordinate units to urgently develop and issue annual communications plans on science, technology, innovation, and digital transformation tailored to their specific areas of activity.
The Group requests that all units focus on synchronously implementing key tasks, including thoroughly and widely disseminating the contents of Resolution No. 57-NQ/TW, as well as strengthening training and capacity-building in science, technology, innovation, and digital transformation communications for staff and employees.

In addition, units are required to proactively publicise results of tasks related to the application of science, technology, innovation, and digital transformation; to showcase effective models, best practices, and notable initiatives, thereby promoting tangible action in research, application, and technological renewal, and reinforcing the pioneering role of enterprises in the development of the digital economy.

To enhance communications effectiveness, the Group calls on units to intensify collaboration with press agencies, media outlets, grassroots information systems, political and social organisations, industry associations, research institutes, universities, and the business community to disseminate knowledge, share experiences, and spread achievements in science, technology, innovation, and digital transformation.

Units are also required to allocate resources appropriately to ensure effective, feasible, coordinated, and practical communications activities, helping to bring Resolution No. 57-NQ/TW to life, and driving the development of science, technology, innovation, and digital transformation across the Group.

Through the implementation of this campaign, Vinachem reaffirms its commitment to effectively realising Party and State policies on science, technology, innovation, and digital transformation; fostering unity in awareness and action throughout the organisation, enhancing competitiveness, promoting sustainable growth, and achieving the Group’s development goals in the new era.
