Vinachem Works with the National Assembly’s Committee on Science, Technology and Environment on the Implementation of Environmental Protection Laws and Feedback on Law Amendments

On May 8, 2026, at the headquarters of the Vietnam National Chemical Group (Vinachem), the Group held a working session with the National Assembly’s Committee on Science, Technology and Environment to report on the implementation of environmental protection laws throughout the Group and to provide feedback for the appraisal of the draft Law amending and supplementing a number of articles of the Law on Environmental Protection.

On the side of the delegation were Mr. Tạ Đình Thi – Vice Chairman of the Committee, Head of the Delegation; Mr. Đỗ Đức Hồng Hà – Vice Chairman of the Committee; and Committee Members who are full-time National Assembly deputies. Also present were representatives of the National Assembly’s Committee on Legal and Judicial Affairs; specialists from both Committees; representatives of the Ministry of Agriculture and Environment, Ministry of Industry and Trade, Ministry of Public Security (C05), Ministry of Construction, and the State Audit Office.

Representing Vinachem were Mr. Phùng Quang Hiệp – Chairman of the Members’ Council; Mr. Chu Văn Giáp – Member of the Members’ Council; Mr. Lê Hoàng – Deputy General Director; Supervisory Board representatives; and leaders of several specialized departments and member units.

In his remarks at the session, Mr. Phùng Quang Hiệp – Chairman of the Members’ Council of the Vietnam National Chemical Group – expressed his appreciation for the attention of the National Assembly and relevant authorities to the chemical industry’s operations, especially in improving environmental protection policies and laws.

He stated that the Group currently has 33 member units, operating in six core areas such as mining, fertilizers, rubber, electrochemistry – batteries and accumulators, basic chemicals, and consumer chemicals, with fertilizer accounting for about 40–42% of domestic demand.

The period from 2021–2025 has seen many positive changes as the Group has gradually addressed accumulated losses, improved production efficiency, enhanced employee income, and successfully revived previously struggling projects.

Highlighting the inherent risks of the chemical industry, he affirmed that Vinachem always considers safety and environmental work as vital requirements, while also promoting automation and digital transformation to monitor emissions in real time, aiming for a model of circular, recycled, and waste-utilizing chemical industrial parks.

The Chairman of Vinachem also shared the orientation towards shifting to high-purity, high-value chemical products to serve high-tech industries, expressing the desire to continue receiving support and feedback from the National Assembly in completing the legal framework, creating favorable conditions for sustainable chemical enterprise development associated with environmental protection.

At the session, Mr. Lê Hoàng, Deputy General Director of the Group, presented a report on the implementation of environmental protection laws at the Group from 2022 to the end of Q1/2026, while also making recommendations and proposals for the appraisal of the draft Law amending and supplementing a number of articles of the Law on Environmental Protection.

Accordingly, all 21/21 units of the Group subject to environmental permits have applied; so far, 17 units have been licensed, and the remaining 4 are completing the procedures. The units have trial-operated environmental protection works in accordance with the environmental permits and legal requirements, strictly implementing periodic environmental reporting, and fully complying with requirements during inspections, checks, and supervision by authorities and the Group.

The Group has issued Environmental Protection Regulations, organized an environmental management system from the company down to the workshops, maintained the ISO 14001 environmental management system at 13/21 units as required, urged units to update environmental legal documents, and fully implemented environmental impact assessments (EIA), environmental permits, environmental registrations, and environmental monitoring programs.

At the same time, the Group has firmly directed efforts in inventorying and reducing greenhouse gas emissions at 15 units under Decision No. 13/2024/QĐ-TTg; organized workshops and training on the carbon market; and developed resource plans to be ready to participate in the carbon market from 2029, linked to implementing the Group’s Green Transformation Program for the 2025–2030 period, with a vision to 2050.

In waste management, for example, at DAP units, phosphogypsum (gyps) is collected, stored, and reused to recover P2O5, while also being transferred to qualified units for the production of building materials, cement additives, and filling materials in accordance with regulations and certified standards.

Based on practical implementation, the Group made several recommendations for the draft law, such as: requiring sampling for hazardous industrial waste classification every 5 years unless there is a technological change; reviewing transitional provisions for environmental permits issued before the new law takes effect to ensure continuity and stability in production; setting limit values in QCVN in stages, with classification by industry group, scale, and actual technology conditions of enterprises; and maintaining a greenhouse gas inventory frequency of every 2 years to reduce administrative burden while ensuring effective management.

At the session, members of the working delegation held discussions, raised numerous questions, and requested Vinachem to clarify additional information relating to environmental management at fertilizer and chemical production plants, investment in technological innovation associated with emission reduction, the responsibility of enterprises in environmental restoration, as well as compliance with environmental dossiers and procedures.

After listening to the delegation’s opinions, Vinachem continued to analyze, provide further data and practical information, and clarify the raised issues, thereby demonstrating a constructive and serious spirit in implementing environmental protection laws.

In his concluding remarks, Mr. Tạ Đình Thi – Vice Chairman of the National Assembly’s Committee on Science, Technology and Environment – acknowledged and highly appreciated Vinachem’s thorough and responsible preparation, as well as the candid and in-depth exchanges of the delegates at the session.

He emphasized that despite many challenges, Vinachem has made significant efforts to comply with environmental protection laws and actively put forward reasonable recommendations based on actual production and business practices, providing valuable insights for the appraisal of the draft Law amending and supplementing a number of articles of the Law on Environmental Protection.

The Vice Chairman requested that the Group promptly and fully synthesize all opinions raised at the meeting, complete the report with clear data, analysis, and argumentation; especially to prepare a comparative table between current regulations, the draft contents, and suggested amendments with specific justifications, and submit it to the Environmental Management Board before May 15.

He also recommended that the drafting agencies quickly incorporate reasonable suggestions from Vinachem’s practical experience to timely finalize the draft law.

On behalf of the delegation, he sincerely thanked the Group, National Assembly deputies, and representatives from ministries and sectors, and wished Vinachem continued sustainable development, further fulfilling environmental protection requirements in the time ahead.
