On the afternoon of 24th September, at the headquarters of Vietnam National Chemical Group (Vinachem), the Ministry of Finance held a ceremony to announce Decision No. 2368/QĐ-BTC dated 22nd August 2026 on the appointment of Mr. Nguyễn Văn Đông as a Member of the Members’ Council of Vinachem.

Attending the ceremony were Mr. Nguyễn Đức Chi, Deputy Minister of Finance; Mr. Phạm Đức Thắng, Director of the Personnel Department, Ministry of Finance; representatives from the State Capital Management Department; Mr. Vũ Hùng Dũng, Provincial Party Committee Member, Party Secretary and Chairman of the People’s Council of Cam Đường Ward.

From Vinachem, attendees included Mr. Phùng Quang Hiệp, Party Secretary and Chairman of the Members’ Council; Mr. Nguyễn Hữu Tú, Deputy Party Secretary, Member of the Members’ Council, and General Director; members of the Party Standing Committee, Members’ Council, Board of Management, Supervisory Board, and Chief Accountant; leaders of departments and equivalent units, leadership from advisory and support committees, and directors of affiliated units. Representatives from Vietnam Apatit Limited Company were also present.

Appointment to the Members’ Council of Vinachem

At the ceremony, Mr. Phạm Đức Thắng, Director of the Personnel Department, Ministry of Finance, announced Decision No. 2368/QĐ-BTC dated 22nd August 2026, appointing Mr. Nguyễn Văn Đông as a Member of the Members’ Council of Vinachem for a five-year term, effective from the date of signing.

Mr. Nguyễn Văn Đông, born in 1982, holds a Bachelor’s degree in Economic Law, a Master’s in Business and Management, and an advanced certificate in political theory. Prior to his appointment, he served as Member of the Members’ Council and General Director of Vietnam Apatit Limited Company.

At the ceremony, leaders from the Ministry of Finance and Vinachem presented the decision and offered their congratulations to Mr. Nguyễn Văn Đông.

In his address at the ceremony, Deputy Minister of Finance Nguyễn Đức Chi congratulated Mr. Nguyễn Văn Đông on his new role and commended Vinachem on further strengthening its leadership team and adding to the resources of the Members’ Council.

Deputy Minister Nguyễn Đức Chi emphasised that the country is entering a new phase of development with higher requirements and tasks. In this context, Vinachem has an important role in a vital sector of the economy, requiring the Group to make significant changes in mindset and operational methods.

He requested that Vinachem continue to leverage its potential and strengths, intensify science, technology, innovation, and digital transformation; enhance productivity, quality, operational efficiency, and product competitiveness. The Group should clearly define the spirit of innovation and accelerate efforts to achieve its set objectives and plans.

Regarding Mr. Nguyễn Văn Đông, the Deputy Minister asked that in his new capacity he should apply his practical experience, work with the leadership team to maintain unity, and enhance responsibility in leadership, direction, and task execution.

He also noted that in the process of innovation, what is effective today may not be so tomorrow. Therefore, the leadership team must regularly review, innovate, and seek more effective operational methods to meet the new development requirements.

Deputy Minister Nguyễn Đức Chi expressed his hope that Vinachem will build on its tradition, position, and role, gradually enhancing its scale, stature, and competitiveness, and make a positive contribution to the nation’s development.

Strengthening the Leadership Team, Enhancing the Group’s Capacity

In his speech, Mr. Phùng Quang Hiệp, Party Secretary and Chairman of the Members’ Council of Vinachem, expressed gratitude for the attention and direction of the Ministry of Finance’s leadership towards the Group, and congratulated Mr. Nguyễn Văn Đông on his appointment.

Mr. Phùng Quang Hiệp noted that Mr. Nguyễn Văn Đông has spent many years working in the chemical industry, holding various roles in direct production units, the Group’s offices, and member enterprises. This experience has given him a solid foundation in advisory, management, and executive work.

He expressed confidence that in his new role, Mr. Nguyễn Văn Đông will use his practical experience to work with the leadership to shape appropriate policies and contribute to the effective execution of assigned tasks.

According to Mr. Phùng Quang Hiệp, consolidating the Members’ Council, Board of Management, and supervisory apparatus is essential for Vinachem to focus on implementing development tasks in the coming period.

He stressed that unity within the leadership is crucial to creating the Group’s collective strength. Each officer should make the most of their experience and strengths, working together in solidarity to fulfil assigned tasks.

Looking ahead, Vinachem will continue to innovate its development approach, strengthen links between units, and aim to form product and sector clusters that are closely connected, raising value and chain efficiency.

Mr. Phùng Quang Hiệp congratulated Mr. Nguyễn Văn Đông on his new position and expressed confidence that he would work with the leadership and staff to fulfil tasks and contribute to Vinachem’s ongoing development.

Mr. Nguyễn Văn Đông Assumes His Duties

In his acceptance speech, Mr. Nguyễn Văn Đông expressed his honour at being entrusted by the Ministry of Finance to serve as a Member of the Members’ Council of Vinachem. He acknowledged the great honour and responsibility that comes with the role.

He thanked the Ministry of Finance’s leadership, the Party Standing Committee, the Members’ Council, and the Board of Management for their trust and assignment, and looked forward to continued support from leaders and staff during his tenure.

Reflecting on his career, Mr. Nguyễn Văn Đông noted his more than 20 years of experience in the chemical industry, spanning roles in direct production units, the Group’s offices, and member enterprises. This background provides a strong foundation for his new responsibilities.

He pledged to make every effort, working with the leadership to fulfil his duties, uphold principles, discipline, and responsibility; proactively research, innovate, and offer objective, high-quality advice for the common benefit of the Group.

Regarding his assigned areas, including legal affairs, planning, and new product development, Mr. Nguyễn Văn Đông stated he would keep closely aligned with production realities and market demands, collaborating with the leadership to improve management, planning, and drive the development of new, value-added, commercialisable products.

He also committed to close cooperation with fellow Members of the Council, the Board of Management, specialist departments, and member units; staying connected to the grassroots, listening to practical needs, and promoting solidarity and responsibility to build a stronger, more sustainable Vinachem.

The announcement of the appointment to the Members’ Council marks an important milestone in Vinachem’s leadership consolidation, adding resources to the Council and strengthening the foundation for the Group to pursue new development tasks in the coming period.
