During the official visit to Lao PDR by Politburo member and Standing Deputy Prime Minister Phạm Gia Túc, at the invitation of Politburo member and Standing Deputy Prime Minister of Laos Saleumxay Kommasith, Mr. Nguyễn Hữu Tú, General Director of Vietnam National Chemical Group (Vinachem), attended and delivered remarks at a meeting between the two Deputy Prime Ministers and leaders of ministries and agencies from both countries on 21st September 2026.

The visit and meeting took place as Vietnam–Laos relations continue to develop positively and comprehensively. At the meeting, the two Deputy Prime Ministers acknowledged the achievements in bilateral relations and agreed to continue working together to resolve difficulties, drive forward key projects, and enhance the effectiveness of economic cooperation and investment between the two countries.

Within the framework of discussions on bilateral cooperation and investment projects, Vinachem General Director Nguyễn Hữu Tú reported on the progress of the potash mining and processing project in Nongbok district, Khammouane province, and put forward several proposals to accelerate project implementation.

In his remarks, Mr. Nguyễn Hữu Tú expressed his gratitude to the governments and ministries of both countries for their ongoing guidance, support, and facilitation throughout the project, especially in addressing recent challenges.

According to the General Director, the project is currently being implemented according to the milestones reported to the competent authorities. In line with relevant policies and instructions, Vinachem is urgently coordinating with partners to restructure the investor and preparing the necessary conditions to move the project forward.

A Key Project in Vinachem’s Development Strategy

At the meeting, Vinachem's leadership emphasised that the potash mining and processing project in Laos is a strategic project, and meeting progress targets is a core task for the Group in the coming period.

Advancing the project is significant for Vinachem’s long-term strategy, particularly in securing raw material supplies for fertiliser production, completing the value chain, and strengthening the Group’s autonomy in inputs for the chemical and fertiliser industries.

To expedite implementation, Vinachem proposed that the governments and relevant ministries of both countries continue to support and coordinate efforts to address necessary procedures related to restructuring the investor; appraisal and approval of the Feasibility Study and Environmental Impact Assessment; applicable mechanisms and policies; and conditions for preparing certain components.

These proposals aim to create the conditions for the project to move swiftly into the construction phase, in line with legal regulations and agreements between the parties.

At the meeting, Deputy Prime Minister Phạm Gia Túc urged the Lao Government and ministries to direct the relevant authorities to find solutions to outstanding challenges, ensuring the interests of all parties are balanced and thereby fostering more effective and substantive investment and trade cooperation.

Standing Deputy Prime Minister of Laos Saleumxay Kommasith noted the business community’s opinions and requests, affirming that the Lao Government will continue to review regulations and facilitate investment projects and the implementation of agreed policies and arrangements between the two countries.

Contributing to Deepening Vietnam–Laos Economic Cooperation

In addition to the potash mining and processing project, Vinachem has recently expanded cooperation with businesses and partners in Laos. The Group has signed a memorandum of understanding with Phongsavanh Group and taken part in the Vietnam–Laos Trade Fair (VIETLAO EXPO) 2026, thereby strengthening business links and seeking new opportunities for cooperation.

The attendance and direct report of Vinachem’s General Director at the meeting between the two Deputy Prime Ministers demonstrates the importance both governments and ministries attach to resolving difficulties and advancing priority investment projects.

For Vinachem, the effective implementation of the potash mining and processing project in Laos is not only integral to the Group’s development strategy and long-term raw material security, but also contributes to economic and investment cooperation between enterprises of both countries, making a practical contribution to the great friendship, special solidarity, comprehensive cooperation, and strategic partnership between Vietnam and Laos.
