On the morning of June 29, 2026, in Hanoi, the Vietnam Institute of Industrial Chemistry (VIIC) held a ceremony to announce the Party Committee appointments for the 2025–2030 term and the decision to appoint the new Director of the Institute.

The ceremony was attended by Mr. Phùng Quang Hiệp – Secretary of the Party Committee and Chairman of the Members’ Council of Vietnam National Chemical Group; Mr. Nguyễn Hữu Tú – General Director of the Group; Mr. Hoàng Mạnh Thắng – Member of the Party Committee Standing Board, Member of the Members’ Council, Head of the Organization Committee of the Group’s Party Committee; and Mr. Phạm Quốc Đại – Member of the Party Committee, Head of the Group’s Human Resources Organization Committee.

On the Institute’s side were leaders of VIIC, heads of affiliated centers, and scientists and PhD-level staff of the Institute.

At the ceremony, Mr. Hoàng Mạnh Thắng announced Decision No. 145-QĐ/ĐU dated April 21, 2026, of the Party Committee of Vietnam National Chemical Group on the appointment of the Executive Committee, Standing Board, Secretary, and Deputy Secretary of the Party Committee of VIIC for the 2025–2030 term.

Accordingly, the Executive Committee of the VIIC Party Committee for the 2025–2030 term consists of 07 members; the Standing Board consists of 02 members; Mr. Dương Mạnh Tiến was appointed as Secretary of the Party Committee of VIIC for the 2025–2030 term; and Mr. Phạm Huy Đông as Deputy Secretary.

Next, Mr. Phạm Quốc Đại announced Decision No. 348/QĐ-HCVN dated June 19, 2026, of the General Director of Vietnam National Chemical Group on the appointment of Mr. Dương Mạnh Tiến, Secretary of the Party Committee and Deputy Director of VIIC, as Director of VIIC. The decision takes effect from July 1, 2026, for a term of 5 years.

Mr. Phùng Quang Hiệp – Secretary of the Party Committee, Chairman of the Members’ Council, and Mr. Nguyễn Hữu Tú – General Director – presented the decisions and congratulatory flowers to the new Party Committee and to Mr. Dương Mạnh Tiến on his appointment as Director.

In his address, Mr. Phùng Quang Hiệp congratulated Mr. Dương Mạnh Tiến on being entrusted with the new responsibility by the Party Committee Standing Board and the Group’s leadership. He acknowledged and praised the contributions of Mr. Hoàng Anh Tuấn during his tenure as Director, recognizing the efforts of the Institute’s leadership in building and developing the unit and affirming its role as a core scientific research unit of the Group.

Mr. Phùng Quang Hiệp emphasized that the appointment of Mr. Dương Mạnh Tiến – a leader who has matured within VIIC – demonstrates unity and high consensus in personnel work and is a source of pride for the Institute’s collective.
Setting directions for the coming period, Mr. Phùng Quang Hiệp requested the Institute to continue building internal solidarity, leveraging the intelligence of the scientific staff; focus on developing the R&D Center as the innovation hub of the Group; and strengthen research linked with practical production needs, enhancing the application of scientific results.

Additionally, the Institute needs to focus on building a high-quality scientific staff, streamlining and improving organizational effectiveness; strengthening linkages with the Group’s member units so that research activities originate from practical needs, thereby enhancing overall competitiveness.

Mr. Phùng Quang Hiệp affirmed that the Group will always accompany and facilitate the Institute’s development, and he believes that the leadership, staff, and employees of VIIC will continue the tradition of unity, innovation, and creativity, affirming its position as a leading research institution in Vietnam’s chemical industry.

In his speech, Mr. Hoàng Anh Tuấn expressed confidence in the new leadership, shared achievements during his tenure, and thanked the Group’s leaders and related units for their guidance and cooperation. He hopes that the Institute will continue to promote solidarity, inherit and develop past achievements, and that the new leadership will further advance the Institute in the coming period.

In his acceptance speech, Mr. Dương Mạnh Tiến expressed his gratitude to the Party Committee Standing Board, Members’ Council, and Group leadership for their trust. He affirmed that this is a great honor but also a heavy responsibility, and committed to working with the Institute’s leadership to promote unity, foster innovation, increase the application of science and technology, advance digital transformation, and link research with business practices.

He also highlighted key directions for the coming time, such as improving human resource quality, enhancing research collaboration, expanding connections within and outside the sector, promoting digital transformation in management and research, optimizing resource use, and enhancing the Institute’s competitiveness.

While recognizing the challenges ahead amid increasing demands for innovation, he remains confident that with the Group’s support and collective unity, the Institute will continue to develop sustainably and affirm its role as a core scientific and technological research institution.

The ceremony was held in a solemn atmosphere, marking an important organizational milestone for the Party Committee and leadership of the Vietnam Institute of Industrial Chemistry, laying the foundation for the Institute to continue its role as a center for research, application, and technology transfer within the Vietnam National Chemical Group.
