Vinachem Disseminates and Guides the Implementation of the 2025 Chemical Law and Related Documents

On the morning of April 3, 2026, in Hanoi, the Vietnam National Chemical Group (Vinachem) organized a conference to disseminate and guide the implementation of the 2025 Chemical Law and related documents. The aim was to promptly update and thoroughly communicate new legal regulations to all units within the Group.

Attendees included Mr. Nguyễn Tuấn Minh and Mr. Chu Văn Giáp – Members of the Board of Members; Mr. Đào Trọng Cường – Deputy General Director; representatives from the Group’s Supervisory Board; the Vietnam Chemical Industry Trade Union; the Technical Department; the Office and other specialized departments of the Group; as well as leaders and officials in charge of relevant fields from member units. The conference was chaired by Mr. Lê Hoàng, Deputy General Director of the Group.

Reporting on the compliance status regarding chemical operations at member units, Mr. Phùng Ngọc Bộ – Head of the Technical Department – stated that the Group currently employs about 20,000 workers across 21 member units, operating in high-risk environments with many hazardous chemicals such as H₂SO₄, H₃PO₄, HCl, and Cl₂ gas. Given this context, the Group has vigorously implemented the 2025 Chemical Law through a series of directive documents since the beginning of 2026 (documents numbered 129, 184, 260, 302, and 372).

To date, legal compliance efforts have seen positive results: 100% of units involved in the production and trading of conditional chemicals have completed the certification process; the storage system, tanks, and transportation procedures at 11 key units have been standardized; safety training and incident response drills have been uniformly conducted across the system.

However, implementation still faces some challenges, notably the lack of synchronization in information technology infrastructure, making chemical data reporting difficult. In addition, urbanization has reduced safety distances at some longstanding plants such as Lam Thao Superphosphate and Chemicals Joint Stock Company (LAFCHEMCO) and Viet Tri Chemicals Joint Stock Company (VITRICHEM) making compliance with new standards more challenging.

To address these issues, the Group is directing units to urgently digitize chemical data and upgrade leak warning and environmental monitoring systems. At the same time, the Technical Department will continue to collect issues related to special licensing procedures and safety distance regulations to submit to the competent authorities, ensuring a stable, safe, and sustainable production environment.

At the conference, experts from the Chemical Department provided direct guidance on many key topics: new points of the Chemical Law regarding the development of the chemical industry; instructions for implementing the 2025 Chemical Law, Decree 26/2026/NĐ-CP, and Circular 01/2026/TT-BCT related to chemical management; and a special topic on enhancing safety in chemical operations.

The discussion session was lively, with many questions and real-life scenarios raised by units and directly addressed and clarified by representatives of the Chemical Department.

In his concluding remarks, Mr. Lê Hoàng – Deputy General Director of Vinachem – sincerely thanked the speakers from the Chemical Department and the Vietnam Chemical Society for sharing in-depth and practical content, helping units better understand the legal requirements in chemical production and business activities.

He emphasized that the presentations and exchanges at the conference highlighted the difficulties arising from the initial stages of accessing, correctly understanding, and properly applying legal regulations. In practice, the same chemical can be subject to completely different technical standards, management requirements, and levels of control depending on its use in food, cosmetics, or industrial cleaning. If technical staff and managers do not fully grasp the nature of the issue, mechanical application or incomplete understanding of the regulations can lead to significant risks, from economic losses to legal consequences for the enterprise.

Therefore, the Deputy General Director requested that member units proactively review all internal processes, especially risk control plans, fire prevention and fighting plans, and chemical safety measures at each production site, plant, and product type. A one-size-fits-all model cannot be applied; instead, management measures must be tailored to actual circumstances.

He also stressed the need to improve the competency of staff at all levels, from direct production workers, technical staff, and managers, to unit leaders. In the chemical industry—a field with many potential risks—the ability to identify hazards, correctly understand regulations, and properly implement them is decisive for safety and production efficiency.

The Deputy General Director also particularly highlighted the role of units in contributing feedback on draft legal documents. This is a very important stage for enterprises to reflect practical difficulties. Feedback should be specific, clear, and directly address the content that needs adjustment, avoiding formality and generalities that would render the documents ineffective when issued and applied.

In conclusion, he requested that units continue to thoroughly study the contents discussed at the conference and proactively disseminate and communicate them within their organizations. If there is a need for more in-depth discussion, units can propose that the Group consider organizing additional specialized conferences in the future.
